Meet Our Consultants

Sandy is the President and founder of Resource Solutions Associates, LLC. Dedicating her career to improving emergency and disaster preparedness, she has over 37 years' experience in emergency management and first response. Sandy has worked for the American Red Cross as a disaster and health and safety educator and in EMS and Fire education in the career technical field for over a decade. She has worked 9-1-1 EMS and other critical transport emergency services and has a 30-year teaching history in everything from CPR to paramedic courses and the Incident Command System. She holds a Bachelor's degree in Emergency and Disaster Management with a Concentration in Community and Workplace Preparedness from the American Public University.
Sandy has worked with The University of Findlay as an Instructor and Curriculum Developer; The Ohio State University as an ICS instructor, and with numerous conference sponsors as a presenter and speaker. She has been published in the Journal of Emergency Management, IAEM Newsletter, and Crisis Response Magazine. She has developed curriculum and taught for the State of Ohio, NHSTA, and FEMA.
Sandy was selected for the Tiffany Award in 1996 by the Firelands Chapter of the American Red Cross and was recognized for outstanding work in the Ohio Vocational Education field in 2005 and 2008 by the Ohio Association of Career and Technical Educators. She graduated with honors from APUS in 2006, and was recognized as a Bronze-level ICS instructor by FEMA in 2009.
Sandy is responsible for all strategic development and business planning for RSA. She is the business manager as well as lead consultant. She is responsible for new service development, staff management, and business services.
Sandy lives in rural Norwalk, OH with her husband Steve and their multiple pets. She is an avid dog-lover, and helps with transporting rescued dogs to fosters in her spare time. She provides therapy dog volunteer work with Riley’s Angels in Sandusky, where she is a member of their Board of Directors. She is also a member of the Huron County Board of Mental Health and Addiction Services. She is a member of St. Peter Evangelical Lutheran Church in Norwalk.

Rick Evans retired from the Richland County Emergency Management Agency as Director. He also served as the Local Emergency Planning Committee Information and Emergency Coordinator. He began working for Richland County in January 2014 as Deputy Director.
Rick retired from the Madison township Fire Department after serving a 40-year career. During that time, he held every position within the department including three years as Chief. He was the Radiation Officer for Richland County while serving on the Local Emergency Planning Committee during this career.
Rick holds an Associate’s Degree of Applied Science in Fire Science from the University of Cincinnati, and a Certificate in Public Health Readiness and Response from the University of West Florida. He has held numerous memberships in Richland County, State of Ohio and National Organizations and associations.

Brad joined RSA in March, 2022 after a diverse public service career. He holds a bachelor’s degree in geography specializing in climatology/meteorology/cartography with a minor in consumer behavior/market analysis from Bowling Green State University. Brad also completed the Public Works Construction program with the University of Toledo. He is an Ohio certified firefighter, EMT, and has held certifications as a certified emergency manager with Ohio EMA/EMAO and a wastewater collection systems operator with the Ohio E.P.A. Brad has also completed the FEMA Professional Development Series in emergency management.
Brad started his career with WTOL-TV Channel 11 News in Toledo part-time with the weather center team before starting his public service career with the Ottawa County Sanitary Engineering Department. As Technical Coordinator in Ottawa County, Brad developed and maintained water and wastewater system rules/regulations, reviewed new subdivision infrastructure for approval, developed and maintained safety protocols, and oversaw the permitting process for new water and wastewater extensions and connections. During his time with Sanitary Engineering, Brad also assisted the Ottawa County EMA serving as public information officer. While starting his career in Ottawa County, he also volunteered and became a firefighter/EMT with the Harris-Elmore Fire/EMS Department working his way up to the rank fire captain, EMS assistant chief, and a brief time as EMS chief. During his tenure, he developed the departments policies/procedures, secured EMS grants, and assisted with updating communication equipment and procedures. In 2006, Brad was appointed as director of the Wood County Emergency Management Agency. As the second longest serving director in Wood County, he developed its first comprehensive emergency operations center procedures/protocols, oversaw the development of county government’s first continuity of operations plan, implemented the first countywide upgrade of the fire/EMS service communications system and then assisted with the conversion from VHS to Ohio MARCS.
Brad had an active role in numerous large-scale emergencies/disasters ranging from hazardous materials to natural disasters including the 2010 EF4 Lake Township tornado and the 2014 Toledo water crisis which impacted most of Northern Wood County. In 2019, Brad was awarded the Spirit of Wood County Award by the Wood County Board of Commissioners for his career in emergency management and dedication to its citizens. Brad has also served in numerous education and leadership roles in fire/EMS/EMA organizations such as the NOVFA Fire School Committee (30 yrs), Wood County Firefighter’s Association President (2 yrs), Wood County Emergency Preparedness Committee Co-Chair (10 yrs), Wood County Local Emergency Preparedness Committee Chair (13 yrs.), Penta Career Center Public Safety Advisory Committee (12 yrs).
